Purchasing departments operate at the hub of communication networks,
with the external system represented by the suppliers, and with the internal
system variously represented by the functional groups of own organisations. It
is, therefore, not surprising for a purchasing personnel to be bogged down by
a great volume of value-subtracting paper transactions resulting from an
